Investigation Summary
The accident occurred within the East River VFR corridor, a narrow slice of Class G airspace that allowed pilots to transit Manhattan without active Air Traffic Control (ATC) clearance, provided they remained below 1,100 feet. The corridor ends abruptly at the northern tip of Roosevelt Island, where the airspace becomes Class B, requiring explicit authorization to enter. Radar data indicated that N929CD entered the corridor from the south, circled the Statue of Liberty, and proceeded north. As the aircraft approached the end of the corridor, it initiated a 180-degree turn to the left. The NTSB calculated that while 2,100 feet of lateral space was available over the river, the 13-knot wind from the east effectively reduced the usable turning room to 1,300 feet. To successfully complete the turn within this distance at the aircraft's calculated airspeed of 97 knots, a bank angle of at least 53 degrees was required. If the bank angle exceeded 61 degrees, the aircraft would have entered an aerodynamic stall. Radar data suggested the pilots initially attempted the turn at a bank angle of only 40 to 45 degrees, likely leading to a late attempt to tighten the turn that resulted in a stall and collision with the Belaire Apartments.
Final Conclusions
The National Transportation Safety Board (NTSB) determined the probable cause to be the pilots' inadequate planning, judgment, and airmanship in the performance of a 180-degree turn maneuver inside of a limited turning space. A contributing factor was the 13 knot wind that reduced the available turning room. The investigation could not definitively determine which occupant was at the controls at the time of the impact. The final report was issued on May 1, 2007.
