Despite a ceiling reported between 700 and 900 feet, the DC-3 pilot did not request clearance to enter the Cincinnati control zone, where IFR rules were in effect due to the low overcast. The two aircraft approached each other at a closure angle of approximately 30 degrees. The Martin 2-0-2A was climbing in a right-hand turn when its right propeller and wing collided with the DC-3's left wing. The Martin's left propeller then sliced across the DC-3's fuselage and tail section. The impact partially severed the Martin's right wing, which separated in flight, while the DC-3 suffered catastrophic damage to its control surfaces.
