Investigation Summary

The flight was part of an official visit by the Ministry of Internal Affairs leadership to frontline regions. Despite a weather forecast predicting low clouds and thick fog in the Kyiv region, State Emergency Service officials did not cancel or delay the mission. The aircraft assigned was a helicopter on standby for emergency response that lacked the specific permits required for this type of transport flight. During the flight, the crew was not updated on the deteriorating visibility in Brovary. To maintain visual contact with the ground in the fog, the pilot descended to a dangerously low altitude, below the height of surrounding buildings. Upon encountering a high-rise structure, the pilot initiated a sudden climb and bank to avoid it.
