Investigation Summary

Flight 663 was executing the 'Dutch Seven' departure, a standard procedure involving turns over the ocean to avoid noise-sensitive areas. Simultaneously, Pan Am Flight 212 was descending toward JFK. Air Traffic Control provided traffic advisories to both crews, but the relative geometry of the two aircraft created a lethal optical illusion. As the DC-7 turned, the lights of the Pan Am 707 appeared to be on a direct collision course. The Eastern crew initiated a violent evasive roll and pull-up. Because they were turning away from the lights of Long Island into a 'black hole' environment over the sea, the pilots lost their sense of pitch and bank. The aircraft entered an unusual attitude from which the crew could not recover before striking the water.

Final Conclusions

The Civil Aeronautics Board (CAB) concluded that the probable cause was the evasive action taken by the crew to avoid an apparent collision.
