Investigation Summary

The accident occurred during a stopover in Omsk. Despite poor weather conditions including heavy rain and low visibility, the flight was cleared to land. On the runway, three vehicles—two Ural-375 trucks equipped with jet engines for drying and a UAZ-452—were performing maintenance. These vehicles were not equipped with flashing beacons, and their radio communications were not being monitored by the sleeping ground controller. The flight crew only saw the vehicles at the last moment due to the rain and the fact that the vehicles' lights were turned off to avoid blinding pilots. Upon touchdown, the aircraft collided with the trucks, causing a massive fire and the destruction of the fuselage.

Final Conclusions

The primary cause was the gross negligence of the ground controller who fell asleep and permitted the aircraft to land on an occupied runway. Contributing factors included the failure of the maintenance crew to follow safety protocols regarding vehicle lighting and the failure of the approach controller to verify runway status.
