However, radar data later revealed the Zlin pilot had significantly underestimated his distance from the shore, reporting he was crossing it when he was actually 0.8 miles away. This led the controller to believe the Zlin was further ahead than it actually was. The controller instructed the student pilot in the Cessna to turn base and then final, which placed her directly in front of and below the faster-moving Zlin.
