Investigation Summary
The accident occurred as the crew attempted a GPS-assisted approach to an airport that lacked radar coverage. A significant factor was the misunderstanding of the Aerodrome Flight Information Service (AFIS). The Russian crew treated the AFIS officer as a traditional Air Traffic Controller with the authority to clear them for specific maneuvers, whereas the officer was only authorized to provide advisory information. This confusion, compounded by the navigator's limited English proficiency, led the crew to accept a runway change (from Runway 10 to Runway 28) for which they were not fully prepared. During the descent, the aircraft deviated significantly to the right of the localizer centerline. Despite internal disagreements in the cockpit regarding their position, the crew continued the descent until the aircraft struck the summit of Operafjellet at an elevation of 2,975 feet.

The investigation also noted that the crew had only practiced the approach for Runway 10 in the simulator, leaving them ill-equipped for the offset approach required for Runway 28.
