Investigation Summary
The accident occurred during a high-stakes development phase for China's indigenous Airborne Warning and Control System (AWACS) program. The aircraft, a modified Shaanxi Y-8F600, was carrying a large contingent of technicians to monitor systems in-flight, a practice intended to avoid transmitting sensitive data via telemetry where it could be intercepted.
