Investigation Summary
Pan Am Flight 103 — Clipper Maipan — was 38 minutes out of London Heathrow at FL310 when an improvised explosive device detonated in the forward cargo hold. The forward fuselage separated within three seconds; the wings and centre section plunged into the town of Lockerbie. The subsequent investigation by AAIB and Scottish police was one of the most complex in history, ultimately tracing the bomb to a single fragment of timer board from a Libyan intelligence officer.
Final Conclusions
The UK Air Accidents Investigation Branch concluded that the aircraft was destroyed by the detonation of an improvised explosive device located in a Toshiba radio-cassette player inside a Samsonite suitcase loaded in the forward cargo hold (container AVE 4041 PA). The explosion (~340–450 g of Semtex) initiated a sequence of structural failures that broke the aircraft apart in under three seconds. A long Scottish criminal investigation and the 2001 conviction of Libyan intelligence officer Abdelbaset al-Megrahi at Camp Zeist established Libyan state responsibility; Libya formally accepted responsibility in 2003.

Hold-Baggage Reconciliation
At the time, interlined bags were not reliably matched to a boarded passenger. Post-Lockerbie ICAO rules require positive reconciliation: if a passenger does not board, their bag is offloaded.
Container Hardening
The blast occurred inside aluminium LD3 container AVE 4041. Subsequent research developed blast-resistant containers capable of containing a similar device.
