Investigation Summary
Flight 12 was conducting an ILS approach to Runway 18 in heavy rain and low visibility. The wind was reported from 070 degrees at 7 knots. Although this wind favored Runway 36, the presence of Quality Hill near the approach path prevented an ILS installation on that end, necessitating a landing on Runway 18 with a slight tailwind. The Boeing 707 touched down 1,050 feet past the threshold, which was within the normal touchdown zone. However, the runway was covered in standing water, causing the tires to hydroplane. The crew deployed spoilers, thrust reversers, and maximum braking, but the aircraft failed to decelerate as expected. Recognizing an overrun was inevitable, the captain used differential power on the right-side engines and left rudder to pivot the aircraft, attempting to avoid a head-on impact with obstacles. The aircraft exited the runway at approximately 40 knots, struck a localizer antenna building and a dirt blast mound, and came to rest on a perimeter road. The fuselage broke into three sections, but no fire occurred, allowing for a successful evacuation.
Final Conclusions
The Civil Aeronautics Board (CAB) determined the probable cause was hydroplaning of the landing gear wheels, which precluded effective braking. The board also noted that the flight crew had not been provided with adequate weather information to determine if a safe landing was possible under the prevailing conditions. The accident demonstrated that the 7,000-foot runway at Kansas City Municipal was marginally short for Boeing 707 operations in wet weather, eventually leading to the construction of the much larger Kansas City International Airport.
