Investigation Summary
Arkia Flight 582 was a weekly charter service transporting Israeli tourists between Tel Aviv and Mombasa. As the Boeing 757-300 climbed away from Runway 21 at Moi International Airport, passing through approximately 500 feet, two Strela 2 (SA-7) missiles were launched from the Changamwe area, approximately 2 kilometers from the airport. The flight crew observed two white streaks passing the aircraft. While the attack occurred during the initial climb (takeoff phase), the subsequent decision-making and flight occurred during the en route phase. Initially, the pilots considered an emergency landing in Nairobi but, after assessing that the aircraft systems were functioning normally and no impact had occurred, they elected to continue the five-hour flight to Israel. The aircraft was met by Israeli F-15 fighter jets upon entering Israeli airspace and landed without further incident at Ben Gurion Airport. Kenyan police later recovered two missile casings and a launcher in the vicinity of the airport.
Final Conclusions
The investigation by Kenyan, Israeli, and U.S. authorities concluded that the attack was coordinated by an al-Qaeda cell in East Africa. The United Nations Security Council adopted Resolution 1450 on 13 December 2002, formally condemning the terrorist acts. Investigators identified Fazul Abdullah Mohammed as a mastermind of the operation, which utilized shoulder-fired MANPADS (Man-Portable Air-Defense Systems). Additionally, former Israeli intelligence officials have accused Abdullah Ahmed Abdullah (also known as Abu Mohammed al-Masri) of ordering the Mombasa attacks. The failure of the missiles to strike the target was attributed to the technical limitations of the aging Strela 2 system or poor aim by the perpetrators.
